After high school, I attended Tulane Law School where I practiced law. While I was getting my law degree, I was working in different restaurants around the school during my free time, when I wasn’t in class and I wasn’t in class or studying. After sometime, I got my law degree. Loving California so much I moved back there, where I became a lawyer. I was a lawyer for some years but I wanted to make more of a difference in my state. So I then became one of the senators for California.
I have always been a lover of animals my whole life, and I wanted to help animals to become better treated. So in becoming one of the senators of California, I would be able to do this. I started with the animal rights issue. I started narrowing down the animal rights issue into the animal testing controversy, and then I really started honing into the cosmetic animal testing part. I then was determined to have something be done about this, so I wrote a bill.
What animal rights are: Animal rights, also known as animal liberation, is the concept that animals should have similar rights that humans have.
The Facts: ·People that are involved animal rights all have their own ways for approaching the issue ·They do agree on the fact that animals should be considered as non-human people that are a part of the community and shouldn’t be used as research subjects, entertainment and many more ·Another idea that people debate on is the fact that animals don’t have rationality and don’t have language and so they don’t need to have rights ·As recently as this century there are debates on how animals should be treated by humans that can be traced back to ancient times
What is animal testing?
· is a term that refers to animals that are used in experiments
·animal testing is something that has been used throughout history
· People have given other names to the term animal testing; animal experimentation, animal research, in vivo testing, and vivisection (which actually means “cutting up”)
· not just one species of animals that are being used, all different species of animals are used for testing, depending on what animal it is
o rats are used for cancer research
o mice (is the animal that is most commonly used because of size, low cost, easy handling, and the fast reproduction rate) are used for human disease
o rabbits are used for eye testing, because of the fact of the low tear flow that they have
o cats are mostly used in neurological research
o dogs are used in biomedical research, testing and education
o non-human primates are used for the studies of aids, hepatitis, neurology, behavior, reproduction and genetics
§ monkeys are just one group of species that are used in these types of testing
· animal testing is a very cruel type of testing that causes pain and suffering for the animals involved
· many organizations that were formed to inform people about it and to try to just stop it all together; PETA, BUAV, ASPCA and HSUS are just some of the few organizations that were formed in order to get animals better treatment o all of these organizations believe that animals shouldn’t be tested on because:
§ it is cruel
§ it isn’t reliable for the effects that these products could have the on humans
§ some of the tests are outdated
§ doing these tests on animals cost a lot and there are many other reasons as well

Senator Nemetz of California sponsored and introduced the following bill with the help of cosponsors Senator Wellman of Mississippi and Senator Clinton of Louisiana; which was referred to the Committee of on the Judiciary.
A BILL
To replace animals in specific tests where ever possible, reduce the use of animals in specific tests and where animal testing is absolutely necessary, refine the tests to lessen the amount and the pain of the animals during testing.
SECTION 1. REPLACE, REDUCE AND REFINE
SECTION 2. FINDINGS I. The testing of products, such as cosmetics accounts for 10% of all animal testing in the United States.
II. Every year, millions of animals are killed as a result of cosmetic testing.
III. Animal testing is very costly, inefficient and time consuming.
IV. Animals are mistreated and often killed during testing:
a). Makeup gets put into animals eyes while it is being tested on them
b) . Shampoos often get into the animals eyes as well during testing
V. There are other methods that can be used instead of animal testing including cell and skin tissue, corneas obtained from eye banks and the use of non- toxic ingredients.
VI. Federal regulatory agencies such as the Food and Drug Administration do not require animal testing for cosmetics products.
SECTION 3. TERMS AND BENEFITS I. Prohibit the use of animal testing where alternatives methods are available
a) Cosmetic companies who are involved in interstate commerce are prohibited from using animals for testing when alternative methods are available.
b) If the Food and Drug Administration (FDA) finds a cosmetic company in violation of this law, the FDA may seek regulatory action against
the company and work with the Justice Department to remove the company’s products from the market.
II. Promote alternative testing methods through the FDA
a) Cosmetic companies are required to use the alternative methods of testing that the FDA has found, when the companies are able to do so
b) If the FDA finds a cosmetic company in violation of this law, the FDA may seek regulatory action against the company and work with the Justice
Department to remove the company’s products from the market.
III. Find ways to reduce the pain for the animals during cosmetic testing, when the cosmetic companies have no other alternative methods for testing their products.
a) The cosmetic companies that are going to use animal testing to test their products, must use a different way to test their products on the animals
that causes less pain for the animals during their testing.
b) If the FDA finds a cosmetic company in violation of this law, the FDA may seek regulatory action against the company and work with the Justice
Department to remove the company’s products from the market.
IV. Requires all companies that put cruelty free on their labels have to actually be completely cruelty free in all aspects for their products
a) Cosmetic companies that have a cruelty free label on their products must have not used any cruelty to animals during testing in their whole process
